If you are a LotR SBG wargamer and you haven't purchased Legions of Middle-earth at this point, I'd highly recommend doing so, ecspecially if you are not interested in War of the Ring. Legions of Middle-earth is basically comprised of restrictions and guidelines for the organization of your force, tons of army lists, and essential scenarios for enjoying generic battles. While you may have heard it is riddled with mistakes, and I will not deny this claim, it is truly an indepensible tool in playing with a force in Tolkien's mythical land of Middle-earth.
If you are really dead set against LoMe, but would still like some sort of official guideline for your games, I'd recommend tracking down a copy of LoMe's White Dwarf predecessor, Warhosts. The rules are simpler and far less comprehensive, and include no scenarios, but provide basic army lists and some restrictions on the composition of your force.
